BILL ANALYSIS H.B. 1914 By: Solomons 04-03-95 Committee Report (Unamended) BACKGROUND Many women will change their last name due to marriage, divorce, or re-marriage. Many county clerks or election administrators, however, will not remove the women's maiden or former married name from their data system, and will continue to issue the voter's registration card with all names appearing in the clerk's data system. PURPOSE H.B. 1914 would require a county clerk or other elections administrator to issue a person's voter's registration card with the name as it appears on the voter's registration application. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS Section 1: Amends Section 15.001(a), Election Code, requiring the voter's name to appear on the voter's registration card as indicated by the voter. Section 2: Effective date: September 1, 1995 Section 3: Emergency clause. SUMMARY OF COMMITTEE ACTION HB 1914 was considered by the Committee on Elections in a public hearing on March 29,1995. HB 1914 was reported favorably without amendment with the recommendation that it do pass and be printed, by a record vote of 8 ayes, 0 nays, 0 pnv, 1 absent.
