BILL ANALYSIS H.B. 1922 By: Maxey 4-21-95 Committee Report (Unamended) BACKGROUND Presently breweries may dispense beer for on-premises consumption. Similar to the wine industry, samples are often given out after a tour of the brewery. These tours and tasting are an integral part of the marketing that breweries need to thrive as a tourist industry. Although breweries produce ale as well as beer, they are only allowed to give samples of beer to touring groups. With the growing brewpub industry in Texas, tasting on the premises will become a much needed tool to allow these small brewpubs to grow. PURPOSE HB 1922 would allow the holder of a brewer's permit to dispense ale and malt liquor for consumption on the premises. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution.
