BILL ANALYSIS H.B. 1922 By: Maxey (Rosson) State Affairs 05-22-95 Senate Committee Report (Unamended) BACKGROUND Currently, breweries may dispense beer for on-premises consumption. Similar to the wine industry, samples are often given out after a tour of the brewery. These tours and tasting are considered part of the marketing of the product. Although breweries may currently dispense beer, they are not authorized to dispense ale and malt liquor. PURPOSE As proposed, H.B. 1922 authorizes the holder of a brewer's permit to dispense ale and malt liquor for consumption on the premises. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 12.01, Alcoholic Beverage Code, to authorize the holder of a brewer's permit to dispense ale and malt liquor for consumption on the premises. SECTION 2. Emergency clause. Effective date: upon passage.
