BACKGROUND

The 1991 redistricting of State Representative Districts 114 and
103; 92 and 93; and 135 and 126 in Dallas, Tarrant, and Harris
Counties has split certain communities. This division of
communities has led to voter confusion as to who their
representative is and duplication of efforts regarding constituent
services. The Representatives of Districts 114 and 103; 92 and 93;
and 135 and 126 have agreed upon the revisions contained in H.B.
2002. Changes in both demographics and differentials between the
present lines and those proposed by H.B. 2002 are negligible.

PURPOSE

This bill adjusts the district lines between State Representative
Districts 114 and 103; 92 and 93; 135 and 126 in Dallas, Tarrant,
and Harris Counties.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency or institution.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Sections 52 and 53, Article II, Chapter 2, Acts
of the 72nd Legislature,           3rd called Session, 1992, by
shifting appropriate census tracks to allow                       
   adjustment of the District lines between State Representative
Districts 114 and        103; 92 and 93; and 135 and 126.

           Provides the definition of "block" and "tract" as
assigned by Section 1, Article                   III, Chapter 2,
Acts of the 72nd Legislature, 3rd Called Session.

SECTION 2. States the change made by this bill does not affect the
members or districts of                   the Texas House of
Representatives of the 74th Legislature.

SECTION 3.     Emergency Clause.

COMPARISON OF ORIGINAL TO SUBSTITUTE

The committee substitute of House Bill 2002 makes the following
additional change between House Districts 110 and 111 as contained
in the original House Bill: portion of VTD 4596 (East Side of
Westmoreland to the boundary of the VTD) was moved from D110 to
D111; Cripple Creek Street and surrounding streets (VTD 3478) were
moved from D110 to D111; VTD's 3385 and 3305 were moved from D111
to D110; surrounding communities around Duncanville High School
(VTD 4476) were moved from D111 to D110.

SUMMARY OF COMMITTEE ACTION

The committee took up HB 2002 and Rep. Delwin Jones, Chair, laid
out a complete committee substitute for the bill and asked if there
was objection, there was no objection to take up CSHB 2002.  Rep.
Wilson made a motion to vote favorably back to the House CSHB 2002
and for it to placed on the Local & Consent Calendar.  

The following vote was taken:

AYE: D. Jones, Moreno, Alvarado, Grusendorf, Hamric, Marchant,
Wilson (7).

NAY: (0).

PRESENT NOT VOTING: (0).

ABSENT: Giddings, Glaze, Saunders, Seidlits (4).
