BILL ANALYSIS H.B. 2036 By: Brady 5-3-95 Committee Report (Unamended) BACKGROUND Section 155.001 of the Local Government Code outlines exceptions where county employees who work in counties with a population greater than 20,000 may participate in a payroll deduction program. PURPOSE Allows county employees in a county with a population greater than 20,000 to include payments for a charitable organization to the list of authorized payroll deductions with the approval of Commissioners Court. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 155.001, Local Government Code, by adding payments to a charitable organization to the list of authorized payroll deductions and gives charitable organizations the meaning assigned by section 1, Article 6813 (h), Revised Statutes. SECTION 2. Effective Date. Act takes effect September 1, 1995. SECTION 3. Emergency Clause.
