BILL ANALYSIS

H.B. 2066
By: Harris
3-22-95
Committee Report (Unamended)

BACKGROUND

Current law does not include the issue of concurrent enrollment
between upper-level (junior and senior) institutions and other
institutions of higher education. It is common practice for four-year institutions to allow freshmen and sophomore students to
enroll in upper-level courses. The University of Houston-Clear
Lake (UHCL) and the University of Houston-Victoria (UHV) are both
upper-level institutions.

PURPOSE

This legislation would allow the University of Houston-Clear Lake
and the University of Houston-Victoria to enroll students who have
completed 30 hours of course work at another institution to enroll
if they are concurrently enrolled in another institution of higher
education at another public or private institution of higher
education.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency, or institution.
