BILL ANALYSIS H.B. 2066 By: Harris 3-22-95 Committee Report (Unamended) BACKGROUND Current law does not include the issue of concurrent enrollment between upper-level (junior and senior) institutions and other institutions of higher education. It is common practice for four-year institutions to allow freshmen and sophomore students to enroll in upper-level courses. The University of Houston-Clear Lake (UHCL) and the University of Houston-Victoria (UHV) are both upper-level institutions. PURPOSE This legislation would allow the University of Houston-Clear Lake and the University of Houston-Victoria to enroll students who have completed 30 hours of course work at another institution to enroll if they are concurrently enrolled in another institution of higher education at another public or private institution of higher education. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 111 E, Education Code, Section 111.83 to read as follows: Sec. 111.83. ROLE AND SCOPE. (b) Allows students who have completed 30 hours of college course work to enroll in classes at UHCL and another public or private institution of higher education concurrently. SECTION 2. Amends Chapter 111 E, Education Code, Section 111.96 to read as follows: Sec. 111.96. ESTABLISHMENT; SCOPE. Allows students who have completed 30 hours of college course work to enroll in classes at UHV and another public or private institution of higher education concurrently. SECTION 3. Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE ACTION H.B. 2066 was considered by the committee in a public hearing on March 21, 1995.
