BILL ANALYSIS H.B. 2066 By: Harris (Armbrister) Education 04-27-95 Senate Committee Report (Unamended) BACKGROUND It is assumed that 150 full time equivalent students would take courses at the University of Houston-Clear Lake and University of Houston-Victoria instead of a community college under the provisions of this bill. The cost to the state of funding a full time equivalent student at a general academic teaching institution is about $2,400 more than the cost to the state of funding a student at a community college. PURPOSE As proposed, H.B. 2066 amends the enrollment requirements of the University of Houston at the Clear Lake and Victoria campuses. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 111.83, Education Code, by adding Subsection (b), to authorize the University of Houston-Clear Lake and the University of Houston-Victoria to enroll a student who has successfully completed at least 30 semester credit hours of course work at a public or private institution of higher education and who is concurrently enrolled in another public or private institution of higher education. SECTION 2. Amends Section 111.96, Education Code, to make conforming and nonsubstantive changes. SECTION 3. Emergency clause. Effective date: upon passage.
