BILL ANALYSIS H.B. 2171 By: R.Lewis 03-21-95 Committee Report (Unamended) BACKGROUND The original role of the Commission on Jail Standards was one of creating standards. Since that time, the role of the Commission has expanded to include more than the initial purpose. In order to keep up with the changing times and the evolution of the Commission, a new, more modern, more definitive name is required. PURPOSE The purpose of this bill is to change the name of the Commission on Jail Standards to the Jail Commission. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS Section 1. Amends Chapter 511 of the Government Code by inserting the word "Jail" and removing the words "on Jail Standards", changing the Commission's name to Jail Commission. Changes the name of the Commission to Jail Commission and directs that all references made to the Commission on Jail Standards shall be understood to mean the Jail Commission. All funds appropriated to the Commission on Jail Standards shall be for use by the Jail Commission. All supplies printed with the title, Commission on Jail Standards are to be used before ordering new supplies that indicate the name change. Section 32. Emergency clause. SUMMARY OF COMMITTEE ACTION HB 2171 was considered by the Committee on County Affairs in a public hearing on 3/22/95. Representative R. Lewis opened. Representative R. Lewis closed. HB 2171 was reported favorably without amendment with the recommendation that it do pass and be printed and be sent to the Local and Consent Calendar, by the record vote of 7 ayes, 0 nays, 0 pnv, 2 absent.
