                              Senate Committee Report (Unamended)
BACKGROUND

Institutions of higher education, faced with cut-backs and
budgetary constraints, are sometimes unable to offer unrestricted
merit-based scholarships. In an effort to remedy this, students
have looked for fundraising alternatives.

PURPOSE

As proposed, H.B. 2227 allows authorized entities recognized by
institutions of higher education to conduct raffles.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
