BILL ANALYSIS H.B. 2376 By: Junell April 11, 1995 Committee Report (Unamended) BACKGROUND During the 73rd legislative session, funds were appropriated to the Texas Department of Public Safety for the purpose of building a new headquarters building in San Angelo, Texas. Plans were made to transfer ownership of the old building to the City of San Angelo. Legislation is necessary to make the transfer complete. PURPOSE HB 2376 authorizes the Texas Department of Public Safety to transfer the real property described in the bill to the City of San Angelo. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1 (a) The Texas Department of Public Safety may enter into an agreement with the City of San Angelo to transfer to the City: (1) the department's right, title and interest in and to the real property described in Section 2 of this Act and (2) any improvements, appurtenances, or other property attached to or remaining on the real property after August 11, 1994. (b) The City shall: (1) keep, maintain, and preserve the property transferred under Subsection (a); and (2) assume liability arising out of use of the property on and after the date the property is transferred.
