BILL ANALYSIS H.B. 2376 By: Junell (Montford) Natural Resources 05-12-95 Senate Committee Report (Unamended) BACKGROUND Funds were appropriated during the 73rd Legislature to the Texas Department of Public Safety to build a new headquarters building in San Angelo. Plans were made to transfer ownership of the old building to the City of San Angelo, but the legislation enacted failed to provide specific statutory authority to complete the transfer. PURPOSE As proposed, H.B. 2376 authorizes the transfer of certain real property from the Texas Department of Public Safety to the City of San Angelo. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. (a) Authorizes the Texas Department of Public Safety to enter into an agreement with the City of San Angelo to transfer to the City of San Angelo the department's right, title, and interest in and to the real property described in Section 2; and any improvements, appurtenances, or other property attached to or remaining on the real property, including certain structures. (b) Requires the City of San Angelo to keep, maintain, and preserve the transferred property; and to assume liability arising out of the use of property on and after the date the property is transferred. SECTION 2. Sets forth the boundaries of the real property referred to in Section 1. SECTION 3. Emergency clause. Effective date: upon passage.
