Senate Committee Report (Unamended)
BACKGROUND
In 1989, the 71st Legislature created the High-Speed Rail Authority
(authority) Act which was to be entirely privately funded. After
extensive study, the project proved to be controversial, largely
because the authority of eminent domain was delegated to private
entities.
PURPOSE
As proposed, H.B. 2390 abolishes the Texas High-Speed Rail
Authority.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

of Texas.
SECTION 3. Effective date: September 1, 1995.
SECTION 4. Emergency clause.
