BACKGROUND

The El Paso County Commissioner's Court by law must hold its weekly
meetings on the day they designate for the entire fiscal year. 
Wednesday was the preferred day.  There have been requests to
change the meetings to Mondays due to scheduled work sessions, but
because the fiscal year for the county has not concluded the day
can not be changed.

PURPOSE

Allow the El Paso County Commissioner's Court to change its weekly
meeting day from Wednesday to Monday in order to comply with work
schedules.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1:  Section 81.005, Local Government Code is amended by
adding Subsection (h):  "The commissioners court may designate a
day of the week on which the court shall convene in a regular term
each month other than the day of the week designated under
Subsection (a)."

SECTION 2:  Emergency clause.


SUMMARY OF COMMITTEE ACTION

HB 2432 was considered by the County Affairs Committee in a public
hearing on 4/26/95. Representative Serna opened and closed. HB 2432
was reported favorably with the recommendation that it do pass and
be printed and be sent to the Committee on Local and Consent
Calendars, by the record vote of 8 ayes, 0 nays, 0 pnv, 1 absent.
