BILL ANALYSIS H.B. 2616 By: Oakley 04-26-95 Committee Report (Unamended) BACKGROUND Current law, Vernon's Texas Civil Statutes, Article 6675a-1 et seq., authorizes the issuance of over thirty different license plates, all with different registration fees. The various fees cause administrative problems and are unfair to the different organizations who pay for the special license plates. PURPOSE H.B. 2616 requires the Texas Department of Transportation (TxDOT) to charge $18 in addition to the regular registration fee for special license plates. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 88, General Laws, Acts of the 41st Legislature, 2nd Called Session, 1929 (Article 6675a-1 et seq., Vernon's Civil Statutes) by adding Section 5q to indicate that notwithstanding any other law, the fee for special license plates issued under any state law is $18 a year. This section does not affect any exemption from registration fees provided by law. SECTION 2. Applies only to registration periods beginning on or after the effective date of the act. SECTION 3. Effective date: September 1, 1995. SECTION 4. Emergency clause.
