BILL ANALYSIS H.B. 2647 By: Dutton 03-22-95 Committee Report (Unamended) BACKGROUND Currently under Article 1.03A, Insurance Code, the Texas' Insurance Commissioner is delegated rulemaking authority by the Texas Legislature to adopt necessary rules and regulations for the conduct and execution of the duties and functions of the Texas Department of Insurance as authorized by a statute. Any rule or regulation adopted in accordance with this Article must be for general and uniform application and shall be published by the Commissioner. Such published rules shall be kept current and shall be available in a form convenient to all interested parties.
