BILL ANALYSIS H.B. 2864 By: Averitt/Rusling 03-30-95 Committee Report (Unamended) BACKGROUND House District 56 and 57 have split school districts in Robinson, McGregor and China Spring. PURPOSE H.B. 2864 would unify communities of similar interest and enable constituents easier access to members. Without significantly changing the demographics or the total population of each district, slight changes have been made in the configuration of House Districts 56 and 57. The only bridges across the Brazos River in McLennan County are located in the central county. This plan would make the districts more united and diminish travel time. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Sections 56 and 57, Article II, Chapter 2, Acts of the 72nd Legislature, 3rd Called Session, 1992, is revised. SECTION 2. Amends Section 1, Article III, Chapter 2, Acts of the 72nd Legislature, 3rd Called Session, 1992, by adding subsection (d) to clearly show how to interpret the data contained in the Redistricting Map Data Base for the State of Texas described in subsection (a) of this section. SECTION 3. Subsection (a) indicated that in the 1996 election for members of the 75th Legislature, the new configurations of House Districts 56 and 57 apply. Subsection (b) says if a vacancy were to occur during the 74th Legislature, the current House District 56 and 57 district lines would be applicable for that special election. SECTION 4. Emergency and effective date clause. SUMMARY OF COMMITTEE ACTION Pursuant to public notice posted March 23, 1995, the House Committee on Redistricting met in a public hearing on March 28, 1995. Representative Averitt explained the bill. The bill was reported favorably without amendment, with the recommendation that it do pass and be printed, by a record vote of 7 ayes, 0 nays, 0 present not voting, 4 absent.
