BILL ANALYSIS H.B. 2998 By: Oakley (Cain) Intergovernmental Relations 4-27-95 Senate Committee Report (Unamended) BACKGROUND Currently, the Kaufman County Juvenile Board consists of the county judge, the district judges in Kaufman County, and the criminal district attorney. Each member of the board lends specific knowledge, expertise, and familiarity with juvenile issues to the juvenile board. In the past, the county judge was primary judge for juvenile cases; however, the county judge no longer hears juvenile cases. The county court of law judge has become the primary judge for juvenile cases. PURPOSE As proposed, H.B. 2998 amends the composition of the Kaufman County Juvenile Board. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.1351(a), Human Resources Code, to provide that the Kaufman County Juvenile Board is composed of the judge of the County Court at Law of Kaufman County, in addition to the county judge, the district judges in Kaufman County, and the criminal district attorney. SECTION 2. Effective date: September 1, 1995. SECTION 3. Emergency clause.
