BACKGROUND

The demise of the superconducting super collider has left some
neighboring utility districts in distress due to loss of property
and customers.

PURPOSE

To allow Texas National Research Laboratory to contract with
special utility districts.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency, or institution.

SECTION BY SECTION ANALYSIS

SECTION 1.  Adds special utility districts to the list of entities
with which Texas National Research Laboratory may make contracts.

SECTION 2.  Emergency Clause.

SUMMARY OF COMMITTEE ACTION

H.B. 3102 was considered by the committee in a public hearing on
