BILL ANALYSIS H.B. 3116 By: Delisi (Sponsor) Finance 05-05-95 Senate Committee Report (Unamended) BACKGROUND Current law requires all physicians to pay an annual registration fee of $300 which is deposited to certain accounts. PURPOSE As proposed, H.B. 3116 exempts retired physicians who perform voluntary charity care from annual registration fees. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 3.01(g), Article 4495b, V.T.C.S. (Medical Practice Act), to provide that a retired physician licensed by the Texas Board of Medical Examiners whose only practice is voluntary charity care is exempt from the annual registration fee. SECTION 2. Makes application of this Act prospective. SECTION 3. Emergency clause Effective date: upon passage.
