BACKGROUND

Currently Midland County Hospital District and the Texas Tech
University Health Sciences Center have joint programs which assist
in the effective treatment of citizens in West Texas.  Midland
Memorial Hospital provides residences in limited areas to students
in the Texas Tech Health Center.  Because of this relationship,
Midland Memorial Hospital and Texas Tech Health Science Center need
a framework where they can effectively serve the medical needs of
participants in West Texas.

PURPOSE

This bill will allow Midland County Hospital District and Texas
Tech Health Science Center to contract for the development and
implementation of cooperative programs. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency or institution.

SECTION BY SECTION ANALYSIS

SECTION 1:  Amends Chapter 112, Acts of the 65th Legislature,
Regular Session, 1977, by adding Section 6A by allowing The Midland
County Memorial Hospital and Texas Tech University Health Science
Center to contract for improvements and equipping of hospital
facilities as necessary.

SECTION 2:  Emergency clause.


EXPLANATION OF AMENDMENTS

Committee amendment #1 adds "state agency" in lines 8 and 12,
allowing the board to contract with a state agency as well as a
public medical school for the improvement and equipping of hospital
facilities as necessary to support a surgical residency program.
 
SUMMARY OF COMMITTEE ACTION

HB 3166 was considered by the County Affairs Committee in a public
hearing on 3/29/95. Representative Craddick opened and closed. The
committee considered one amendment. The amendment was adopted
without objection. HB 3166 was reported favorably, as amended, with
the recommendation that it do pass and be printed and be sent to
the Committee on Local and Consent Calendars by the record vote of
6 ayes, 0 nays, 0 pnv, 3 absent.
