BILL ANALYSIS H.B. 3169 By: Seidlits (Armbrister) Jurisprudence 5-25-95 Senate Committee Report (Unamended) BACKGROUND Due to the excessive volume of cases in the district courts, some important cases are not adjudicated in a timely fashion. Many county courts take on expanded jurisdiction in order to handle the workload. PURPOSE As proposed, H.B. 3169 expands the jurisdiction of Grayson County Court at Law and sets a new minimum salary of the county court at law judge. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 25.0932(a), Government Code, to add to the jurisdiction a county court at law in Grayson County has, in addition to the jurisdiction provided by Section 25.003 and other law, concurrent jurisdiction with the district court in certain civil cases, family law cases and proceedings, and felony cases. SECTION 2. Amends Section 25.9032, Government Code, by adding Subsection (g), to authorize the district court to transfer to a county court at law any case over which the county court at law has jurisdiction under Subsection (a)(2). SECTION 3. Amends Section 25.0932(h), Government Code, to require the judge of a county court at law to be paid an annual salary that is at least equal to $75,000, rather than does not exceed the total annual salary received by the county attorney. SECTION 4. Effective date: September 1, 1995. SECTION 5. Emergency clause.
