BACKGROUND

Currently, the limit on travel expenses allowed by the Hidalgo
County Drainage District No. 1 is $6,000 per year.

PURPOSE

As proposed, H.B. 3185 prohibits the Hidalgo County Drainage
District No. 1 from spending more than $30,000 for the payment of
travel expenses during a fiscal year.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Prohibits the Hidalgo County Drainage District No. 1
from spending more than $30,000 for the payment of travel expenses
during a fiscal year.

SECTION 2. Repealer: Chapter 1054, Acts of the 71st Legislature,
Regular Session, 1989 (relating to the travel expenditures made by
the Hidalgo County Drainage District No. 1).

SECTION 3. Makes application of Section 1 of this Act prospective.

SECTION 4. Emergency clause.
           Effective date: 90 days after adjournment.
