BILL ANALYSIS H.B. 3195 By: Place (Sims) Criminal Justice 05-17-95 Senate Committee Report (Unamended) BACKGROUND Section 152.0561, Human Resources Code, does not accurately reflect the existing structure of the juvenile board of Coryell County. PURPOSE As proposed, H.B. 3195 sets forth the composition of the juvenile board of Coryell County. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.0561, Human Resources Code, as follows: Sec. 152.0561. CORYELL COUNTY. (a) Provides that the juvenile board of Coryell County is composed of the county judge, the district judge or judges whose district includes Coryell County, and the judges of the county courts-at-law of Coryell County. Deletes existing Subsection (a). (b) Requires the board to select one of its members to serve as chairman and chief administrative officer. Provides that the chairman serves a one- or two-year term as determined by the board. Deletes existing Subsection (b). (c) Requires the commissioners court to pay the juvenile board members additional annual compensation set by the commissioners court at not less than the amount paid to a board member under this section on October 1, 1994. Requires compensation under this section to be the same amount for each board member. Deletes the provision which prohibits the commissioners court from paying the judge of the county court at law more additional compensation than the other board members receive. (d) Authorizes the board to apply for, accept, hold in trust, spend, and use a gift, grant, or donation of land, money, or other personal property from a government, corporate, personal, or other source of finance and effective probation programs and services. (e) Provides that Sections 152.0002, 152.0004, 152.0006, 152.0007, and 152.0008(a), rather than 152.0003, 152.0005, and 152.0008, do not apply to the juvenile board of Coryell County. SECTION 2. Emergency clause. Effective date: upon passage.
