BILL ANALYSIS

H.B. 3199
By: Swinford
04-29-95
Committee Report (Unamended)

BACKGROUND

The Government Code does not give specific authorization to the
Secretary of State as it relates to delegated duties. The office of
the Secretary of State could play an important role in furthering
the interests of the state of Texas as it relates to NAFTA and
border issues, including trade between Texas and Mexico. The
office of the Secretary of State could be an effective liaison for
the Governor.

PURPOSE

HB 3199 allows the Secretary of State to perform other duties at
the direction of the Governor.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency, or institution.

SECTION BY SECTION ANALYSIS

duties as may be directed by the governor."

SECTION 2. Effective date: September 1, 1995.
