BILL ANALYSIS H.C.R. 185 By: Danburg 05-04-95 Committee Report (Unamended) BACKGROUND The U.S. Congress passed the National Voter Registration Act (NVRA) in 1993. Many states feel that this federal act requires the individual states to carry the fiscal burden. There are many components of the NVRA that are particularly onerous. PURPOSE HCR 185 as proposed, specifically states some of the problems that the State of Texas has with the NVRA. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS The sections of the concurrent resolution outline the position of the 74th Legislature of the State of Texas. SUMMARY OF COMMITTEE ACTION HCR 185 was considered by the Committee on Elections in a public hearing on May 3, 1995. HCR 185 was reported favorably without amendment, with the recommendation that it do pass and be printed, by a record vote of: 7 AYES, 0 NAYS, 0 PNV, 2 ABSENT.
