BACKGROUND

On April 18, 1995, the Legislative Audit Committee recommended to
the Governor that TCADA be placed under conservatorship.  The rules
governing the State Conservatorship Board had not been reviewed in
many years.  This bill will update the statute.

PURPOSE

This bill changes the eligibility and reimbursement provisions for
serving on the State Conservatorship Board.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency or institution.

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 2104.011 (c), Government Code, to change
"ineligible" to "eligible" to serve on the board.

SECTION 2.  Amends Section 2104.013, Government Code, to exempt
members of the State Conservatorship Board from the limit provided
by appropriation on the amount of reimbursement that members of
state boards and commissions may receive; and to provide for
reimbursement from funds appropriated to the agency under
conservatorship in the event funds are not appropriated to the
board.

SECTION 3.  Emergency clause.  Effective date:  upon passage.


SUMMARY OF COMMITTEE ACTION

SB 17 was taken up and considered in a formal meeting on April 19,
1995.  There were no witnesses present on the bill.  The motion to
report the bill favorably to the Committee on Calendars carried
with a vote of 25 ayes, 0 nays, 0 PNV, and 2 absent.
