BILL ANALYSIS S.B. 99 By: West Intergovernmental Relations 02-01-95 Committee Report (Unamended) BACKGROUND State law requires that a contract change order of any amount above $15,000 be approved by the city council. Gaining approval from the council is a lengthy process which causes a delay in contractors receiving funds. PURPOSE As proposed, S.B. 99 authorizes the administrative official of a municipality to approve construction change orders involving a decrease or increase of $25,000. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 252C, Section 252.048(c), Local Government Code, to grant authority to a municipality official to approve construction change orders involving a decrease or increase of $25,000 or less, rather than $15,000 or less. SECTION 2. Effective date: September 1, 1995. SECTION 3. Emergency clause.
