BILL ANALYSIS C.S.S.B. 100 By: Bivins Education 02-01-95 Committee Report (Substituted) BACKGROUND Institutions of higher education are required by Texas law to report first year student performance levels to the high school or junior college from which the student graduated. However, since this information is not available to the public, the public may not be able to evaluate the ability of these schools to prepare students for college. PURPOSE As proposed, C.S.S.B. 100 requires certain academic performance reports of students in institutions of higher education to be released to local newspapers. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 51.403(e), Education Code, as follows: (e) Requires high schools which receive a report from an institution of higher education concerning at least five students to release within 30 days to a local newspaper the percentage of those students reported as needing a developmental course pursuant to the minimum standard adopted by the coordinating board. SECTION 2. Effective date: September 1, 1995. SECTION 3. Emergency clause.
