                                   Committee Report (Substituted)

BACKGROUND

Institutions of higher education are required by Texas law to
report first year student performance levels to the high school or
junior college from which the student graduated. However, since
this information is not available to the public, the public may not
be able to evaluate the ability of these schools to prepare
students for college.

PURPOSE

As proposed, C.S.S.B. 100 requires certain academic performance
reports of students in institutions of higher education to be
released to local newspapers.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
