BILL ANALYSIS S.B. 225 By: Zaffirini Criminal Justice 4-28-95 Committee Report (Amended) BACKGROUND Currently, peace officers do not undergo specific training for documentation regarding domestic violence. PURPOSE As proposed, S.B. 225 requires training in the documentation of certain offenses to be included with other required training of peace officers. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 415.032, Government Code, by amending Subsection (b) and adding Subsection (d), as follows: (b) Requires training in documentation to be included in training regarding investigation as required by the Commission on Law Enforcement Officer Standards and Education (commission). (d) Sets forth the required areas of instruction for the documentation training required by Subsection (b) of this section. SECTION 2. Amends Section 415.034, Government Code, by amending Subsection (b) and adding Subsection (g), as follows: (b) Requires training in documentation to be included in training regarding investigation as required by the commission unless determined by the law enforcement agency head to be inconsistent with the officer's assigned duties. (g) Makes conforming changes. SECTION 3. (a) Requires the commission to establish the new courses and programs not later than January 1, 1996. (b) Requires persons who are peace officers before September 1, 1995, to complete the courses required by Section 415.034, Government Code, before September 1, 1997. SECTION 4. Emergency clause. Effective date: upon passage.
