BILL ANALYSIS S.B. 238 By: Sibley, et al (House Sponsor- Oakley) March 2, 1995 Committee Report (Unamended) BACKGROUND In October 1988, the Baylor Department of Public Safety (DPS) was approved to operate as a campus police agency by the Texas Commission on Law Enforcement Officer Standards and Education.
