BILL ANALYSIS S.B. 304 By: Turner, J. (Kubiak) 3-1-95 Committee Report (Unamended) BACKGROUND Currently a portion of U.S. Highway 290 from Interstate Highway 35 to State Highway 21 and a portion of State Highway 21 from U.S. Highway 290 to State Highway 6 connect the Lyndon Baines Johnson Library and the George H. W. Bush Library in College Station. PURPOSE As proposed, S.B. 304 provides for part of U.S. Highway 290 and part of State Highway 21 to be designated as the Presidential Corridor. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Provides that part of U.S. Highway 290 from Interstate Highway 35 to State Highway 21 and State Highway 21 from U.S. Highway 290 to State Highway 6 be designated as the Presidential Corridor. Sets forth the reason for the designation. SECTION 2. (a) Requires the Texas Department of Transportation (department) to design the markers to be placed along U.S. Highway 290 and State Highway 21 indicating the designation of the Presidential Corridor. (b) Sets forth requirements of the markers. (c) Sets forth locations of the markers. (d) Requires the department to be responsible for the markers and the grounds surrounding the markers. (e) Authorizes the department to accept grants and donations from people and entities to assist in financing the construction and maintenance of the markers. SECTION 3. Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE ACTION Pursuant to a public notice posted on February 23, 1995 at 5:22 p.m., the House Committee on Transportation met in a public hearing on Wednesday, March 1, 1995 at 2:00 p.m. in Room E1.014 of the Capitol Extension and was called to order at 2:05 p.m. by the Chair, Representative Clyde Alexander. No one testified for, against, or neutrally on the measure. Representative Uher moved that the Committee report S.B. 304, without amendments, to the full House and that it do pass. The motion prevailed by a count of Ayes (8), Nayes (0), Absent (1), Present Not Voting (0).
