BACKGROUND

The State of Texas is in the process of making nonsubstantive
revisions to and recodifying its statutes.

PURPOSE

As proposed, S.B. 319 recodifies and makes nonsubstantive revisions
to the Public Utility Regulatory Act of 1955, including conforming
amendments, repealers, and penalties.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Recodifies and makes nonsubstantive revisions to the
Public Utility Regulatory Act of 1955, including conforming
amendments, repealers, and penalties.

SECTION 2. Repealer: Article 1446c, V.T.C.S. (Public Utility
Regulatory Act).  Makes nonsubstantive changes.

SECTION 3. Emergency clause.
           Effective date: upon passage.
