BILL ANALYSIS S.B. 399 By: Ellis Education 3-2-95 Committee Report (Unamended) BACKGROUND Current law requires the executive director of the Teacher Retirement System to meet a residency requirement. PURPOSE As proposed, S.B. 399 deletes the provision requiring a person, in order to be eligible to serve as the executive director of the Teacher Retirement System of Texas, to have been a citizen of this state for the three years immediately preceding the appointment. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 825.202, Government Code, to delete the provision requiring a person, in order to be eligible to serve as the executive director of the Teacher Retirement System of Texas, to have been a citizen of this state for the three years immediately preceding the appointment. Redesignates existing Subsections (d) and (e). SECTION 2. Emergency clause. Effective date: upon passage.
