BACKGROUND

The commissioners courts of Concho and Coleman counties have passed
resolutions in support of designating portions of FM 503 and FM
1929 as the Ray C. Stoker, Jr., Highway.  These resolutions site
Mr. Stoker's work in the construction, improvement, and maintenance
of highways in the State of Texas while serving as a commissioner
at the Texas Transportation Commission.

PURPOSE

As proposed, S.B. 443 designates certain portions of Farm-to-Market
Roads 503 and 1929 as the Ray C. Stoker, Jr., Highway.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Designates portions of Farm-to-Market Road 503 from
Valera to Farm-to-Market Road 1929 and Farm-to-Market Road 1929
from Farm-to-Market Road 503 to United States Highway 83 as the Ray
C. Stoker, Jr., Highway.

SECTION 2. (a)  Requires the Texas Department of Transportation
(department) to design and construct markers to be placed along
Farm-to-Market Roads 503 and 1929 indicating their designation as
the Ray C. Stoker, Jr., Highway.

     (b)  Requires the markers to include the highway number and
     any other information the department determines.
     
     (c)  Requires the markers to be erected at each end of the
     highway and at intermediate sites that the department
     determines are appropriate.
     
     (d)  Provides that the department is responsible for repair
     and replacement of the markers and for maintenance of the
     grounds surrounding each marker.
     
     (e)  Authorizes the department to accept grants and donations
     from individuals and other entities to assist in financing the
     construction and maintenance of the markers.
     
     SECTION 3.     Emergency clause.
           Effective date: upon passage.
