BILL ANALYSIS S.B. 479 By: Armbrister State Affairs 3-21-95 Committee Report (Unamended) BACKGROUND Currently, aircraft bearing the name of an alcoholic beverage are not permitted at any event in Texas. PURPOSE As proposed, S.B. 479 redefines "outdoor advertising" to delete provisions prohibiting the use of an aircraft to advertise alcoholic beverages. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 108.51(l), Alcoholic Beverage Code, to redefine "outdoor advertising" to provide that the definition does not include using an aircraft in alcholic beverage advertising. SECTION 2. Emergency clause. Effective date: upon passage.
