BILL ANALYSIS S.B. 645 By: Luna State Affairs 3-7-95 Committee Report (Unamended) BACKGROUND Existing law does not provide a means for motorcycle operators to remove a traffic violation from their record by getting into a safety training program, as exists for automobile operators. Offering an incentive may encourage more individuals to enroll in a program to become better educated about motorcycle safety. PURPOSE As proposed, S.B. 645 includes the completion of a motorcycle operator training course as a method of dismissing certain misdemeanor offenses committed while operating a motorcycle. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 143A(a), Article 6701d, V.T.C.S. (Uniform Act Regulating Traffic on Highways), to include the completion of a motorcycle operator training course, approved by the State Department of Highways and Public Transportation, as a method of dismissing certain misdemeanor offenses committed while operating a motorcycle. Makes conforming changes. SECTION 2. Emergency clause. Effective date: upon passage.
