BILL ANALYSIS S.B. 706 By: Wentworth (Kuempel) 05-05-95 Committee Report (Unamended) BACKGROUND Currently, newspaper delivery persons must wear their seatbelts at all times. Their duties often require frequent and inconvenient entry and exit from their vehicles. PURPOSE As proposed, S.B. 706 provides that persons engaged in the actual delivery of newspapers from their vehicles or performing delivery duties that require frequent entry into and exit from their vehicles are not required to wear a seat belt. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 107C(h), Article 6701d, V.T.C.S. (Uniform Act Regulating Traffic on Highways), to provide that it is not an offense for persons who are engaged in the actual delivery of newspapers from their vehicles or performing delivery duties that require frequent entry into and exit from their vehicles.
