                                     Committee Report (Unamended)
BACKGROUND

Currently, Chapter 81B, Local Government Code, does not authorize
a commissioners court to establish a central mailing system to
serve the offices of the courts and the county.

PURPOSE

As proposed, S.B. 779 authorizes the commissioners court of a
county with a population of more than one million to establish a
central mailing system to serve district and county court offices
and offices and departments of the county.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
