BILL ANALYSIS S.B. 779 By: Luna Intergovernmental Relations 03-16-95 Committee Report (Unamended) BACKGROUND Currently, Chapter 81B, Local Government Code, does not authorize a commissioners court to establish a central mailing system to serve the offices of the courts and the county. PURPOSE As proposed, S.B. 779 authorizes the commissioners court of a county with a population of more than one million to establish a central mailing system to serve district and county court offices and offices and departments of the county. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 81B, Local Government Code, by adding Section 81.029, as follows: Sec. 81.029. CENTRAL MAILING SYSTEM IN COUNTIES WITH POPULATION OF MORE THAN ONE MILLION. Authorizes the commissioners court of a county with a population of more than one million to establish a central mailing system to serve the district and county courts, judicial offices, and county offices and departments. SECTION 2. Emergency clause. Effective date: upon passage.
