                                                           4-6-95
                                     Committee Report (Unamended)
BACKGROUND

Current law requires persons who operate a child-care facility or
child-placing agency to obtain a license, which includes payment of
an application fee, from the Texas Department of Human Services.
Some nonprofit groups that offer annual youth camps have been
forced to charge fees to cover costs.

PURPOSE

As proposed, S.B. 805 expands the list of entities exempted from
child-care licensing requirements.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
