                                     Committee Report (Unamended)
BACKGROUND

Currently, full-time peace officers who perform part-time security
work are exempt from the requirement of obtaining a private
security license under Article 4413(29bb), V.T.C.S. The term
"full-time employment," however, is not adequately defined.
Currently, little or no regulation is placed upon security
personnel.

PURPOSE

As proposed, S.B. 813 defines "peace officer" and grants persons
qualifying as peace officers an exemption from the provisions of
this Act.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
