BACKGROUND

The Texas State University System board of regents voted to change
the name of the Sul Ross State University Uvalde Center to a name
that better reflects the mission of the university in the region,
especially as the institution expands to serve an increasing number
of residents from the entire Middle Rio Grande region.


PURPOSE

As proposed, S.B. 875 changes the name of the Sul Ross State
University Uvalde Study Center to Sul Ross State University Rio
Grande College.


RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency, or institution.


SECTION BY SECTION ANALYSIS

SECTION 1. (a) Provides that the name of the Sul Ross State
University Uvalde Study Center is changed to Sul Ross State
University Rio Grande College.

(b)  Provides that a reference in law to the Sul Ross State
University Study Center means the Sul Ross State University Rio
Grande College.

SECTION 2. Amends Section 96.01, Education Code, to provide that
Sul Ross State University is a coeducational institution of higher
education located in the city of Alpine, with an upper-level
educational center known as Sul Ross State University Rio Grande
College operated in the cities of Del Rio, Eagle Pass, and Uvalde. 
Provides that the university is under the management and control of
the board of regents, Texas State University System.

SECTION 3. Amends Chapter 96A, Education Code, by adding Section
96.02, as follows:

   Sec.  96.02.  REFERENCE TO UVALDE STUDY CENTER.  Provides that
a reference in law to the Sul Ross State University Study Center
means the Sul Ross State University Rio Grande College.

SECTION 4. Emergency clause.
           Effective date:  upon passage.


SUMMARY OF COMMITTEE ACTION

S.B. 875 was considered in a formal meeting on April 20, 1995.

The bill was reported favorably without amendment with the
recommendation that it do pass and be printed and be sent to the
Committee on Local and Consent Calendars, by a record vote of 5
ayes, 0 nays, 0 pnv, 4 absent.
