BILL ANALYSIS S.B. 916 By: Wentworth Intergovernmental Relations 3-23-95 Committee Report (Unamended) BACKGROUND Under current law, the Comal County Juvenile Board (board) is composed of the county judge and the judge of the 207th District Court. The current county court at law judge of Comal County has experience in juvenile cases and is willing to serve on the board. PURPOSE As proposed, S.B. 916 provides that the Comal County Juvenile Board is composed of the judge of the County Court at Law of Comal County, in addition to the county judge and the judge of the 207th District Court. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.0521(a), Human Resources Code, to provide that the Comal County Juvenile Board is composed of the county judge, the judge of the County Court at Law of Comal County, and the judge of the 207th District Court. SECTION 2. Emergency clause. Effective date: upon passage.
