BILL ANALYSIS S.B. 936 By: Bivins Jurisprudence 4-4-95 Committee Report (Unamended) BACKGROUND Current law requires that material be printed on either side of marriage licenses issued by counties. To save printing costs and staff time, Deaf Smith County wants to redesign its marriage license and application procedures to make them one-sided. The new license and application utilizes computer-generated forms as well as a computer-generated license. Recording time and space will be saved by the new one-page license. PURPOSE As proposed, S.B. 936 requires the county clerk to enter certain information on a marriage license. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1.07(c), Family Code, to require the county clerk to enter on the marriage license, rather than on the reverse side, the names of the licensees, the date the license is issued, and the name of the person appointed to act as proxy for an absent applicant. SECTION 2. Effective date: September 1, 1995. SECTION 3. Emergency clause.
