BILL ANALYSIS S.B. 938 By: Truan Jurisprudence 4-27-95 Committee Report (Unamended) BACKGROUND The board of judges in Nueces County and Judge Bennett of the 319th District Court have consented to resetting the terms of court for the 319th District Court in Nueces County so that the grand juries do not all start and end at the same time. Staggered terms would allow Neuces County to always have a grand jury that has been in session for at least three months. PURPOSE As proposed, S.B. 938 provides that the terms of the 319th District Court begin on the first Mondays in April and in October. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 24.627, Government Code, as follows: Sec. 24.627. 319TH JUDICIAL DISTRICT (NUECES COUNTY). (a) Created from existing text. (b) Provides that the terms of the 319th District Court begin on the first Mondays in April and in October. SECTION 2. Emergency clause. Effective date: upon passage.
