BILL ANALYSIS S.B. 983 By: Truan Intergovernmental Relations 03-23-95 Committee Report (Unamended) BACKGROUND The appointments board of the Regional Transit Authority (RTA), which operates in and around Corpus Christi, consists of the mayors of seven outlying cities. The appointments board makes two appointments to the RTA board which manages RTA. There have been continual problems in assembling the mayors to make appointments to the RTA board. PURPOSE As proposed, S.B. 983 authorizes mayors of certain municipalities to designate another officer of the municipality to represent the municipality at an appointment board meeting. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 6B(d), Article 1118x, V.T.C.S., to authorize a mayor who is unable to attend a meeting of an appointment board to designate another officer of the municipality to represent the municipality and vote at the meeting, for an authority in which the principal city has a population of less than 300,000. Requires the designation to be in writing, signed by the mayor, and filed with the minutes of such meeting kept by the authority. SECTION 2. Effective date: September 1, 1995. SECTION 3. Emergency clause.
