                                     Committee Report (Unamended)
BACKGROUND

In 1991, the 72nd Legislature created the Office of Immigration and
Refugee Affairs, the Health and Human Services Transportation and
Planning Office and the Automobile Theft Prevention Authority
within the governor's office.

PURPOSE

As proposed, S.B. 1020 transfers the Office of Immigration and
Refugee Affairs, the Health and Human Services Transportation and
Planning Office, and the Energy Office from the governor's office
to specific state agencies.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not grant any
additional rulemaking authority to a state officer, institution, or
agency.
