Committee Report (Unamended)

BACKGROUND

In 1979, the secretary of state was authorized to create a database
for the Texas Administrative Code. The law was passed with the
intent that a private publisher would develop and maintain the
database. The database was given confidential status to give the
selected publisher the ability to develop the database without
competition. The database is no longer maintained by a publisher.

PURPOSE

S.B. 1046 deletes the provision that the database for the Texas
Administrative Code is confidential.
