BILL ANALYSIS S.B. 1067 By: Whitmire Intergovernmental Relations 4-6-95 Committee Report (Amended) BACKGROUND Police officers in certain specialized divisions of the Houston Police Department may receive assignment pay for duty requiring special skills or training or both. Other individual officers and units within the police department perform tasks requiring similar training and skill requirement as the officers in the specialized divisions, yet they are not eligible for similar compensation. PURPOSE As proposed, S.B. 1067 authorizes a municipality to authorize assignment pay for police officers in certain municipalities. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 143.114(b), Local Government Code, as follows: (b) Authorizes the governing body of a municipality with a population of 1.2 million or more to authorize assignment pay, among others, for police officers who perform specialized functions in their respective departments, including but not limited to career patrol officers. Makes nonsubstantive changes. (c) Created from existing text. SECTION 2. Emergency clause. Effective date: upon passage.
