BILL ANALYSIS S.B. 1133 By: West Finance 4-28-95 Committee Report (Unamended) BACKGROUND Current law requires the governor to approve foreign travel for state officials and employees. When first enacted in 1959, state interests and activities rarely extended beyond the state borders. The interests and functions of the state today are more broad and complex. The vast majority of foreign travel is through institutions of higher education in pursuit of their educational missions. From fiscal year 1991 through February of fiscal year 1995, 95 percent of the foreign travel was for academic or institutional purposes. Only 3.6 percent of the cost of this travel was financed through state funds, while grants, donations, personal or local funds financed the remaining costs. PURPOSE As proposed, S.B. 1133 repeals Section 660.024, Government Code, regarding foreign travel. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 660.024, Government Code (Advance Approval for Certain International Travel). SECTION 2. Emergency clause. Effective date: upon passage.
