BILL ANALYSIS S.B. 1179 By: Armbrister State Affairs 4-6-95 Committee Report (Unamended) BACKGROUND Currently, organizations and solicitors who work on behalf of veterans organizations must renew their registrations between January 1 and 15 of each year. PURPOSE As proposed, S.B. 1179 provides that registrations for organizations and solicitors who work on behalf of veterans organizations are valid for one year from the time the registration is issued. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 4(c), Article 9023b, V.T.C.S., to provide that the effective date of a registration statement issued under this section is the date on which the secretary of state issues the certificate. Provides that a registration statement is effective for one year after its effective date and may be renewed annually by filing a registration statement and paying the filing fee. Deletes existing subsection. SECTION 2. Amends Section 6(c), Article 9023b, V.T.C.S., to make conforming changes. Deletes existing Subsection. SECTION 3. Effective date: September 1, 1995. SECTION 4. Emergency clause.
